City Auditor Courtney Ruby spoke to a rapt audience at LHA’s annual meeting November 14, 2012, outlining her function’s independence since we elect the Auditor and how the department’s charge is to ensure accountability, integrity, and transparency in Oakland’s administrative offices. Auditor Ruby took office in 2007 at a time when our City Auditor was the only U.S. municipal audit department to be failing a peer review. Since correcting those audit points, and while enduring greatly reduced budget, she and her staff have audited such Oakland agencies and programs as Public Works; worker compensation; Measures M, N, and K; and City Hall hiring practices.
